Two legal professionals in formal attire discuss documents at a large wooden table in a law library filled with books.

The Federal Court dismissed a Visitor Visa Misrepresentation Disclosure challenge after finding that Samira Rafiee had not shown how additional information from IRCC could have changed her response to a concern about a fraudulent bank document. The October 21, 2026 decision left in place the refusal of her visitor visa application and the finding of inadmissibility for misrepresentation.

The Federal Court dismissed an Ethiopian claimant’s challenge to the refusal of his ethnic Tigrayan refugee claim, finding the Refugee Appeal Division reasonably concluded he would not face persecution in Addis Ababa. In Nemaga v. Canada (Citizenship and Immigration), 2026 FC 1281, the Court upheld the RAD’s assessment of country-condition evidence following a peace agreement with the Tigray People’s Liberation Front.

All invitations in both draws were issued through the combined Labour and Express Entry category; no Business Work Permit entrepreneur invitations were issued.

PRRA State Protection Decision Upheld

Two legal professionals, a woman and a man, discuss documents together at a wooden table in a law library filled with shelves of legal books.

The Federal Court dismissed a Colombian family’s challenge to a negative pre-removal risk assessment (PRRA), finding that the officer reasonably concluded they had not rebutted the presumption of state protection in Colombia. In Palacios v. Canada (Citizenship and Immigration), 2026 FC 1275, Justice Régimbald also found that no oral hearing was required.
