Canada announced New Francophone Immigration Projects

Canada announced new Francophone immigration projects in Newfoundland and Labrador and Saskatchewan on September 29, 2026, alongside the launch of a Northern Ontario promotional strategy. The initiatives are supported through the Francophone Immigration Support Program and focus on attracting and retaining French-speaking and bilingual talent outside Quebec.

Manifestly Unfounded Claim, Ahmed v. Canada, 2026 FC 1202

In a Manifestly Unfounded Claim matter, the Federal Court dismissed the applicants’ motion to extend the time to serve and file their judicial-review record after finding that the proposed memorandum contained fictitious citations and misleading legal arguments. The Court also dismissed the underlying application for leave and judicial review of the Refugee Protection Division’s February 12, 2026 decision.

Refugee Claim Credibility, Ramirez c. Canada, 2026 CF 1197

The Federal Court allowed a judicial review of a Refugee Appeal Division decision that upheld the refusal of two Mexican nationals’ refugee claim. In Ramirez v. Canada, 2026 FC 1197, Justice Negar Azmudeh found the Refugee Appeal Division’s credibility analysis unreasonable because its reasoning was unclear and included unsupported implausibility findings.

Marriage Genuineness, Williams v. Canada, 2026 FC 1194

In Marriage Genuineness, the Federal Court dismissed Ibifuro Stella Williams’s challenge to the refusal of her family-class permanent residence application. The Court found it was reasonably open to the immigration officer to conclude that her marriage to Canadian sponsor Omorede Agbonifo was not genuine under subsection 4(1) of the Immigration and Refugee Protection Regulations.
