Studying in Canada Without a Study Permit

Most foreign nationals need a study permit to study in Canada, but Canadian immigration law includes several exceptions. Short-term students, certain minor children, some family or staff of foreign representatives, designated foreign armed forces members and other eligible people may be able to study without a study permit.

Who Can Study in Canada Without a Study Permit?

The general rule is that a foreign national needs authorization to study in Canada. However, section 188 of the Immigration and Refugee Protection Regulations identifies situations in which a foreign national may study without a study permit.

IRCC also provides specific guidance for groups such as minor children and may introduce temporary public policies that create additional exemptions.

Can You Study in Canada for 6 Months or Less Without a Study Permit?

Yes, in many cases. Paragraph 188(1)(c) of the Immigration and Refugee Protection Regulations allows a foreign national to study without a study permit when the course or program lasts six months or less and can be completed within the person's authorized period of stay in Canada.

IRCC's current guidance also states that a person studying for six months or less can generally study without a study permit if the studies are not part of a longer study program and can be completed within the period they are authorized to stay in Canada.

Example

A visitor admitted to Canada for six months may generally complete an independent four-month language course without obtaining a study permit, provided the course can be completed during the person's authorized stay and the other applicable requirements are met.

What If the Short Course Is Part of a Longer Program?

The six-month exemption should not be treated as a way to divide a longer program into smaller periods in order to avoid the study permit requirement.

IRCC's current study permit tool states that studies of six months or less can be completed without a study permit when they are not part of a longer study program and can be finished within the person's authorized stay.

A person planning to continue into a longer program should therefore determine whether a study permit is required before beginning studies.

Planning ahead

If the real plan is to study in Canada for more than six months, relying on the short-term exemption for the first part of the program may create immigration problems later. The study plan should be assessed as a whole.

Can Work Permit Holders Study Without a Study Permit?

Some work permit holders can currently study in Canada without obtaining a separate study permit under a temporary public policy.

As of September 4, 2026, IRCC states that an eligible foreign national who holds a valid work permit may study in a program lasting six months or less.

The authorization lasts for up to six months or until the person's work permit expires, whichever comes first.

This is a temporary public policy rather than a permanent replacement for the study permit system. Anyone relying on it should confirm that the policy remains in effect and that they meet all eligibility conditions when they begin studying.

When Can Minor Children Study Without a Study Permit?

The rules for minor children are different from the general rules for adult students. IRCC identifies several circumstances in which a minor already in Canada may study without a study permit.

These circumstances can include a minor who:

  • is a refugee or refugee claimant;
  • has parents who are refugees or refugee claimants;
  • has a parent who is a Canadian citizen or permanent resident;
  • is in Canada attending preschool, primary school or secondary school while accompanied by a parent authorized to study or work in Canada; or
  • is in Canada unaccompanied and attending preschool, primary school or secondary school.

Short programs of six months or less may also fall within the general short-term study exemption.

However, whether a minor needs a study permit can depend on whether the child is applying from outside Canada or is already in Canada, the length and level of study, the parents' status and the child's own immigration circumstances.

Study permit may still help

IRCC notes that there can be practical benefits to a minor holding a valid study permit even when the child is legally exempt from needing one, including in relation to certain co-op opportunities, social services and transitions between education levels.

Can Family or Staff of Foreign Representatives Study Without a Permit?

IRPR 188 includes an exemption for certain family members and members of the private staff of foreign representatives who are properly accredited in Canada.

IRCC advises that the relevant embassy can contact Global Affairs Canada to determine whether the person needs a study permit.

Because this exemption depends on the representative's accreditation and the person's relationship or role, it should not be assumed to apply simply because someone is connected with a foreign government or diplomatic mission.

Can Members of Foreign Armed Forces Study Without a Permit?

A member of the armed forces of a country designated under Canada's Visiting Forces Act may study without a study permit when the regulatory requirements are met.

The exemption can also include a person designated as a civilian component of those armed forces.

IRCC states that the person should have a letter of acceptance from Canada's Department of National Defence.

The exemption for the foreign armed forces member does not automatically mean that every accompanying family member is exempt. Family members, including minor children, may have separate study permit requirements.

Do Registered Indians Need a Study Permit?

No. IRPR 188 provides an exemption for a person who is an Indian within the meaning applicable under Canadian law.

IRCC's current guidance describes this as having Registered Indian status in Canada. A person with that status does not need a study permit to study in Canada even if the person is also a citizen of another country.

Are There Other Activities That Do Not Require a Study Permit?

Not every educational activity is treated as a course or program requiring a study permit. IRCC guidance identifies examples of activities that may not require one.

Depending on the circumstances, these can include:

  • attending preschool;
  • completing a distance-learning program;
  • auditing courses without obtaining academic credit;
  • certain courses for tourists included in tour packages; and
  • certain general-interest courses that are not academic, professional or vocational in nature and can be completed during the person's authorized stay.

The nature of the activity matters. Calling something a workshop, training session or course does not by itself determine whether immigration authorization is required.

Can You Work While Studying Without a Study Permit?

A study permit exemption does not itself give a foreign national authorization to work in Canada.

IRCC specifically warns that a person who studies without a study permit cannot rely on the student work rules merely because they are attending a Canadian school.

The person needs a separate legal basis to work, such as a valid work permit or another applicable work permit exemption.

Do You Still Need a Visa or eTA to Study Without a Study Permit?

A study permit exemption does not remove the normal requirements for travelling to and entering Canada.

Depending on nationality and method of travel, a foreign national may still need a temporary resident visa or an electronic travel authorization.

The person must also satisfy the applicable requirements for temporary entry to Canada. Being allowed to study without a study permit is not, by itself, authorization to enter Canada.

Why Might You Get a Study Permit Even If You Do Not Need One?

In some circumstances, a person may legally qualify to study without a permit but still benefit from obtaining one.

This can be particularly relevant where the person expects to continue studying beyond the short-term program.

IRCC advises that if a program lasts six months or less but the student intends to continue into another program, applying for a study permit before coming to Canada can make it possible to apply to extend the stay as a student from within Canada, subject to the applicable rules.

A study permit can also be important where the person wants to rely on student-specific work authorization, since studying without a study permit does not itself provide that authorization.

Consider the full study plan

The question is not only whether a study permit is legally required for the first course. Future studies, work plans, immigration status and the ability to apply from inside Canada can affect whether obtaining a study permit is the more practical approach.

What About Studying Without a Study Permit in Quebec?

Quebec has its own provincial requirements for international students, including the Quebec Acceptance Certificate, commonly called a CAQ.

Whether a person needs a CAQ depends on the nature and duration of the studies and the applicable Quebec rules and exemptions. Federal exemption from a study permit should not automatically be treated as determining every Quebec requirement.

There are also specific temporary measures. For example, IRCC currently states that eligible work permit holders studying in Quebec under the temporary public policy that took effect September 4, 2026 do not need a CAQ for the qualifying short-term studies.
