Newfoundland and Labrador PNP: NLPNP Complete Guide 2026

Newfoundland and Labrador PNP is the Newfoundland and Labrador Provincial Nominee Program (NLPNP). This guide explains its worker, graduate and entrepreneur categories, job offers, employer support, Express Entry points, PGWP requirements, EOI selection, documents and costs. It also distinguishes provincial nomination from Atlantic Immigration Program endorsement, federal permanent residence approval and permission to work in Canada.

1. What Is Newfoundland and Labrador PNP?

The Newfoundland and Labrador Provincial Nominee Program supports economic immigration to the province. It connects provincial labour needs with workers, international graduates and people who will actively operate a local business. The Office of Immigration and Multiculturalism (OIM) administers provincial selection.

A provincial nomination is one stage of the immigration process. IRCC makes the separate permanent residence decision. Your intended home must genuinely be Newfoundland and Labrador; a job offer used only to obtain nomination while planning to settle elsewhere is not an appropriate basis for this program.

Eligibility, selection and approval are different

Meeting published criteria does not guarantee an invitation, nomination or permanent residence. This guide reflects official information checked on October 10, 2026 and is general information, not an individual legal assessment. Recheck the applicable instructions before making employment, study or investment decisions.

Start with our Provincial Nominee Program Canada guide for the federal and provincial framework. This page focuses on the Newfoundland and Labrador requirements that determine which category may fit your circumstances.

2. NLPNP Categories at a Glance

Category Starting point Key distinction
Express Entry Skilled Worker Provincial skilled employment and an eligible federal Express Entry profile Express Entry-linked nomination
Skilled Worker Qualifying employment with a provincial employer Not the PGWP-holder category
International Graduate Canadian graduation, a PGWP and qualifying provincial employment Study-to-job relationship matters
International Entrepreneur Experienced business ownership or senior management Active business operation, not passive investment
International Graduate Entrepreneur Eligible local graduation and operation of a provincial business Separate from employee-based graduate nomination

A category listed on the government website is not a promise of immediate intake or selection. Worker and business applicants must follow their own current EOI, invitation and application instructions. An employer-supported application and an entrepreneur proposal should not be treated as interchangeable ways to nominate the same person.

3. EOI Selection and the Current 30-Day Deadline

Newfoundland and Labrador introduced its economic immigration Expression of Interest model in February 2025. For worker pathways, submitting an EOI through Immigration Accelerator comes before a full provincial application. OIM selects candidates in batches; the process is priority-based, not a first-come queue.

The September 25, 2026 instructions temporarily shortened the post-invitation application window from 60 to 30 days. Use the deadline in your current invitation and portal instructions, rather than an older guide. An unselected EOI normally expires after 12 months, at which point a new EOI is needed.

Prepare the supporting file before an invitation arrives: organize employment evidence, qualifications and expiring documents, and agree with your employer who will supply outstanding records. A short application window leaves little room to discover that a required letter or assessment cannot be obtained in time.

A provincial ITA is not a federal ITA

An OIM invitation permits a provincial application. It is not a nomination certificate and is not IRCC's Express Entry invitation to apply for permanent residence. Track these decisions separately.

4. Selection Priorities and Recent Invitations

OIM's published priorities include health-related employment, rural and regional needs, underrepresented occupations, employer compliance and retention, local graduate connections, Francophone immigration and strong settlement support. These considerations work together and may change with labour needs and available spaces.

Sales and service work in a rural community facing recruitment difficulties may be considered differently from similar employment in the St. John's metropolitan area. A priority occupation is not an exemption from eligibility, licensing or a genuine job offer.

The official invitation table checked on October 10, 2026 recorded 131 invitations on October 9, 2026: 130 for NLPNP and one for AIP. These are invitations to submit provincial files, not 131 nominations or permanent residence approvals. The table does not establish a universal CRS cut-off for Newfoundland and Labrador.

Treat a recent round as a dated snapshot. It cannot predict when your EOI will be selected or establish that the next round will target the same profiles. Keep your employment and settlement information accurate while considering other eligible pathways.

5. Skilled Worker Category Requirements

Skilled Worker covers qualifying jobs across TEER 0 to 5. The current category page requires applicants to be aged 21 to 59, have an eligible provincial employer, meet the occupation's qualifications and intend to settle in the province with sufficient financial resources.

The applicant-side job criteria specify at least 30 hours a week and at least a year of employment with a reasonable expectation of extension. Pay must be salary or hourly wages, not commission, and satisfy applicable wage and employment standards. Employer-side requirements need a separate check, including the duration issue discussed below.

Applicants residing in Canada must demonstrate valid status and a permit with at least four months remaining when applying to NLPNP. TEER 4 and 5 applicants require valid language results demonstrating at least CLB 4 in each skill. Qualifications, licensing and the employer's eligibility are still assessed.

PGWP holders cannot apply under this Skilled Worker category. They should assess International Graduate or Express Entry Skilled Worker instead. Renaming the application cannot cure a permit-type mismatch. Worker-category applicants also cannot own more than 10% of the business employing them.

6. Express Entry Skilled Worker and the 67-Point Grid

Express Entry Skilled Worker requires acceptance into the federal Express Entry pool and provincial employment in TEER 0, 1, 2 or 3. Applicants must meet both the provincial category and the federal program supporting their profile: Federal Skilled Worker, Federal Skilled Trades or Canadian Experience Class.

Provincial criteria include age 21 to 59, qualifying full-time employment, required occupational credentials, a Canadian post-secondary degree or diploma or valid ECA, valid language results and at least 67 points on the NLPNP assessment grid. The language minimum depends on the underlying federal program. PGWP holders may qualify here, unlike in the regular Skilled Worker category.

The provincial 67-point threshold is not a CRS score or a draw cut-off. Keep three assessments separate: federal program eligibility, the NLPNP grid and the CRS ranking used by IRCC. Work experience claimed in your Express Entry profile must be supported by evidence, not merely repeated in a provincial form.

An Express Entry nomination confirmed and accepted through IRCC's process provides 600 additional CRS points, within the applicable additional-points limit. It does not remove the federal application or admissibility requirements. Our Express Entry Canada guide explains the federal stages.

7. International Graduate: PGWP and Job Requirements

International Graduate is an employee-based category for eligible Canadian graduates with a valid PGWP. At provincial application, the PGWP must have at least four months of validity left. Completing a Canadian program without an eligible permit and job does not establish nomination eligibility.

The job must be in TEER 0 to 3 or a TEER 4 occupation that OIM identifies as in demand. This is not permission to use every TEER 4 occupation, and the category does not generally extend to TEER 5 jobs. Applicants need an eligible employer, suitable qualifications and a genuine settlement plan.

For graduates of recognized public institutions outside Newfoundland and Labrador, the provincial page specifies employment directly related to the field of study and at least one year working in Newfoundland and Labrador before applying. Do not assume that graduation elsewhere gives the same treatment as eligible local study.

Map your graduation date, work history and permit expiry on one timeline. An invitation arriving near the end of a PGWP may not leave enough permit validity for a compliant provincial application. Buying time through an EOI does not extend immigration status.

8. Local Graduates and the Field-of-Study Exception

International Graduate applicants normally work in a field related to the Canadian program they completed. Memorial University and College of the North Atlantic graduates may qualify for a limited exception, but not simply because their job is located in the province.

For this exception, the occupation must require a post-secondary degree or diploma, be in the eligible TEER range, reasonably offer career advancement and correspond to skills, experience or training gained within the previous five years. Employment must be full-time for at least a year with the possibility of extension verified by the employer. All of these conditions matter.

TEER 4 in-demand applicants must provide a valid language test at CLB 4 or higher in each ability. Results must remain valid for provincial processing and submission of the permanent residence application, as required by the category policy.

Prepare a short, evidence-based explanation connecting your actual duties with your education or relevant recent experience. A job title alone rarely explains that relationship. Graduation, language and employment records should tell the same story without adding duties you do not perform.

9. Employer Eligibility and Job Offer Duration

A supportive employer must also be eligible. The provincial employer page covers local establishment and registration, operating history, staffing, financial stability, recruitment and compliance with employment and immigration rules. OIM may ask for business records and assess retention of workers previously supported through its programs.

Check both sides of the job offer

Current applicant-category pages describe a minimum one-year offer with an expectation of extension. The general employer criteria page describes full-time employment of at least two years, while JVA guidance prefers indeterminate employment or a two-year offer with extension potential. These statements should not be flattened into a universal one-year rule. Confirm the applicable employer and category requirements with OIM before relying on a fixed-term contract.

Ask the employer to confirm the work location, weekly hours, occupation, wages, contract duration and ability to supply supporting records. Remote-work arrangements also require careful review: the employer page and detailed JVA policy do not describe location eligibility in identical terms. Do not assume a virtual job qualifies merely because the company has a provincial address.

10. Job Vacancy Assessment and Employer Invite Codes

A Job Vacancy Assessment (JVA) is a provincial assessment of an employer and vacancy. Worker-category instructions generally require it where the applicant lacks a valid work permit or other federal authorization for the identified position, subject to the relevant authorization and exemption rules. The International Graduate category does not require a JVA.

The EOI FAQs distinguish the employer invite code from the provincial ITA. NLPNP candidates authorized to work for their employer do not need an invite code. Candidates needing a JVA space and AIP applicants must include one. The employer supplies the code, but the candidate submits the EOI. An outside-Canada NLPNP EOI missing its required code is not considered valid for selection.

A JVA is not a federal Labour Market Impact Assessment and is not a work permit. It does not authorize someone abroad to start work on arrival. Check the provincial job-support requirements and the federal work-authorization route separately.

Before submitting, make sure the code, employer identity and actual offered occupation match. An approval for one vacancy should not be treated as unrestricted permission to support any occupation or any number of candidates.

11. International Entrepreneur: Investment and Business Operation

International Entrepreneur is for experienced owners or senior managers who will establish or buy and actively manage a provincial business. Published criteria include age 21 to 59, qualifying education, CLB 5 language ability and specified business experience.

Financial requirements include at least CAD 600,000 in transferable personal and business assets and an investment of at least CAD 200,000 with at least 33.3% ownership, or CAD 1 million in equity investment. Applicants must create qualifying full-time employment for at least one Canadian citizen or permanent resident. Those applying from outside the province require an exploratory visit.

The official overview checked for this guide states that its EOI system is open. It also requires at least one full year of business operation before nomination can be considered. A business purchase alone does not deliver immediate permanent residence. Follow the business-specific application process, financial verification and performance requirements rather than a worker-category checklist.

Assess the proposal as a real operating business: customer demand, staffing, licences, premises, working capital and realistic cash flow. Buying an excluded or passive investment business is not cured by meeting a dollar threshold. Obtain advice before paying a non-refundable deposit or signing an unconditional purchase contract.

12. International Graduate Entrepreneur

This business category is specifically for eligible graduates of Memorial University or College of the North Atlantic. Current requirements include being at least 21, completing a qualifying degree or diploma of at least two years of full-time, in-person study within the previous two years and holding a valid PGWP.

Applicants must have owned at least 33.3% of a local business and actively managed it for one full year. They need CLB 7 or higher in all four language abilities, a business continuity plan with verified financial records, qualifying job creation and an EOI followed by an invitation. Starting a business and purchasing an existing business have additional, distinct conditions.

Do not confuse this with International Graduate employment nomination. A graduate working for an unrelated employer and a graduate operating a business are presenting different kinds of evidence. Maintain business accounts, payroll and ownership records from the outset, rather than trying to reconstruct a year of operations shortly before the PGWP expires.

13. Application Steps and Supporting Documents

  1. Identify the category and check the applicant, employer or business requirements together.
  2. Confirm the correct authorization, employer support and EOI submission route.
  3. Submit accurate EOI information and keep your records ready for selection.
  4. If invited, submit the complete provincial application by the stated deadline.
  5. Respond to verification requests and report material changes.
  6. If nominated, follow the federal process corresponding to your nomination.

Use the current category checklist, not a generic document list. Common evidence includes passports and civil-status records, Canadian immigration history, employment contracts and references, qualifications, language results when required, occupational registration and financial records. Business applicants need additional ownership, operating and financial-verification evidence.

For Skilled Worker documents, the province requires an employer contact with authority over human resources and budget decisions, not merely an immediate supervisor. Contract terms and reference letters should accurately record the duties, hours, pay and work location being assessed.

Follow translation requirements for documents not in English or French, including certification or affidavit requirements where applicable. Police-certificate rules are country-specific; some countries require an IRCC request before issuance. Check the provincial checklist and the separate federal instructions rather than assuming every document must be obtained at the same stage.

As a practical preparation exercise, reconcile dates across your resume, permits, pay records and education documents. Explain gaps honestly. A consistent file is easier to verify than one that relies on unsubstantiated descriptions of employment or business activity.

14. Settlement Funds, Fees and Processing Time

Worker applicants must demonstrate the ability to establish themselves and their dependants in Newfoundland and Labrador. A local salary does not make savings, debts, relocation expenses or family costs irrelevant. Provincial financial assessment and any federal proof-of-funds requirement are separate checks.

The province announced elimination of PNP application fees in April 2022, including the former skilled-worker and entrepreneur charges. The current International Entrepreneur overview also states that there is no category application fee. Verify current submission instructions rather than paying a fee copied from an older PDF. This does not mean the entire immigration process is free.

  • Budget for applicable IRCC permanent residence, biometrics and work permit charges.
  • Allow for language tests, credential assessments, translations and document issuance.
  • Business applicants also need financial verification, travel and operating capital.

OIM's EOI FAQs do not promise an EOI selection timeline. Separate the wait for invitation, assessment of a complete provincial file and federal permanent residence processing. The 30-day submission deadline is not a 30-day processing guarantee; a 12-month EOI validity period is not a promise of nomination within a year.

Avoid making an employment start date, property purchase or school move depend on an assumed approval date. Prepare a realistic contingency plan for delays and for an EOI that is never selected.

15. After Nomination: Permanent Residence and Work Permits

An Express Entry-linked nomination proceeds through the federal Express Entry PNP process. A nomination issued outside Express Entry follows the non-Express Entry provincial nominee process. Holding an Express Entry profile does not automatically convert a base nomination into an enhanced nomination.

Review the certificate, nomination conditions and federal submission instructions before applying. Continue to disclose changes in employment, family circumstances or address. A nomination is not a substitute for IRCC's checks or an assurance that a later change will have no effect on the file.

Nomination does not authorize employment

An EOI, invitation or nomination does not extend your permit. Obtain a separate assessment of your work authorization before your current permission expires. Provincial support for a work permit and IRCC approval of that permit are different steps.

A Bridging Open Work Permit is a separate route. IRCC requires a qualifying permanent residence application, the relevant stage of federal assessment, eligible status circumstances and no employment restrictions as a condition of the nomination. For non-Express Entry PNP cases, receipt of an acknowledgement letter alone does not establish that the required eligibility assessment has been passed.

Compare the options in our Provincial Nominee Work Permit Canada guide. Do not assume that changing employers is permitted while holding an employer-specific permit or while relying on an employer-supported nomination.

16. NLPNP vs Atlantic Immigration Program

The Atlantic Immigration Program is a separate federal pathway, not an NLPNP category. It involves a designated employer, an eligible offer, settlement planning and provincial endorsement before the federal permanent residence application. Employer designation, a candidate's endorsement and a provincial nomination are different decisions.

Newfoundland and Labrador applies its EOI selection model to AIP as well. Under the provincial FAQs, an invited candidate's designated employer submits the endorsement application. An employer's designation does not mean that every proposed worker has already been selected or endorsed.

Assess AIP and NLPNP against your real qualifications, job and employer support. Read our Atlantic Immigration Program guide for the broader federal framework. The appropriate route depends on the file, not simply which program has issued more invitations recently.

For an Atlantic comparison, see Nova Scotia PNP, New Brunswick PNP and Prince Edward Island PNP. Compare opportunities only where you genuinely intend to live; one province's criteria do not transfer to another's program.

17. Newfoundland and Labrador PNP FAQ

Is Newfoundland and Labrador PNP the same as NLPNP?

Yes. NLPNP is the abbreviation for the Newfoundland and Labrador Provincial Nominee Program. It includes worker, graduate and entrepreneur categories, each with its own requirements.

Can I apply for a worker category without a provincial job offer?

The current worker routes require qualifying employment with a Newfoundland and Labrador employer. OIM's worker EOI instructions do not treat an EOI without an identified job or offer as eligible for selection. Business categories have separate requirements.

Does submitting an EOI guarantee an invitation?

No. Selection depends on provincial priorities and available spaces. Prepare alternatives instead of treating the EOI pool as a guaranteed waiting list for permanent residence.

Is the current post-invitation deadline 60 days?

Not under the September 25, 2026 worker EOI instructions checked for this guide. The province temporarily reduced that window to 30 days. Follow your current invitation and category instructions.

Can a PGWP holder use the regular Skilled Worker category?

No. The published policy directs PGWP holders to International Graduate or Express Entry Skilled Worker, subject to meeting that category's requirements.

Do all TEER 4 jobs qualify for International Graduate?

No. The category covers TEER 0 to 3 and TEER 4 occupations identified by OIM as in demand. The offer and applicant must also satisfy the remaining criteria.

Can a graduate from another province qualify?

Potentially. Graduates of recognized public institutions outside Newfoundland and Labrador must check the directly related job requirement and the provincial work-history condition, not simply rely on having completed Canadian studies.

Are the 67 provincial points the same as CRS points?

No. The NLPNP assessment grid and Express Entry CRS measure different things. Provincial eligibility is not equivalent to receiving an invitation in an IRCC round.

Is a one-year contract always sufficient?

Do not assume so. Applicant, employer and JVA pages use different duration wording. Confirm the conditions that apply to the employer and category before relying on a fixed-term offer.

Does a JVA allow me to work in Canada?

No. It is a provincial job assessment, not a federal permit. Your ability to work must be established under the applicable federal authorization rules.

Can buying a business give me immediate permanent residence?

No. Entrepreneur nomination involves an eligible operating business and satisfaction of program conditions, not just a purchase or transfer of investment funds.

Is AIP endorsement a provincial nomination?

No. Endorsement supports an Atlantic Immigration Program application. A nomination supports a provincial nominee application. Both lead to a separate federal decision and neither automatically grants work authorization.
