Sponsor Eligibility Canada: Income Requirements and Undertaking Guide 2026
Understand Canadian family sponsor eligibility, residence rules, sponsorship bars, category-specific income requirements, co-signers, financial undertakings, default and Quebec procedures before accepting a sponsorship commitment.
1. Eligibility, Income and Undertaking Are Different Questions
A family sponsor must qualify to sponsor, meet any financial assessment that applies and accept an enforceable undertaking. Passing one of these checks does not automatically satisfy the others.
There is no single minimum-income rule for every family category. Nor is an undertaking simply an invitation letter: it creates support and repayment responsibilities that can continue after a relationship or household changes.
Identify the sponsored relationship, family composition, sponsor residence and applicable intake before using an income table. This guide provides general information, not a personal eligibility assessment.
Use the Family Sponsorship Canada guide to choose the relevant application category.
2. Age, Status and Residence Requirements
The usual starting requirements include being at least 18 and being a Canadian citizen, permanent resident or person registered under the Canadian Indian Act. Residence conditions and the particular sponsorship category also matter.
A permanent resident living outside Canada cannot sponsor from abroad. A Canadian citizen abroad may sponsor a qualifying spouse, common-law partner, conjugal partner or dependent child without dependent children if the citizen will live in Canada when the sponsored person becomes a permanent resident.
That exception is not an overseas-sponsor route for parents and grandparents. PGP requires the relevant Canadian residence conditions, including a primary residential address in Canada through the application and decision period.
If relying on an intention to return, prepare a realistic plan supported by your circumstances. Canadian citizenship alone is not evidence of where the family will actually settle.
3. Conditions That Can Prevent Sponsorship
Eligibility can be affected by a removal order, detention, certain Canadian or foreign convictions, defaulted sponsorship or court-ordered support obligations, immigration debt, undischarged bankruptcy and social assistance other than for disability. The exact ground and available exception need assessment.
A criminal record is not a single automatic lifetime rule: offence type, sentence completion and statutory exceptions matter. Equally, ordinary financial difficulty should not be casually described as statutory bankruptcy or sponsorship default.
Some federal default and bankruptcy provisions have different treatment where Quebec determines the undertaking. Do not assume those obligations disappear; review the applicable provincial conditions.
Eligibility is not checked only on submission day. Relevant requirements continue through the sponsorship decision. Report material changes and keep evidence of how any earlier bar was resolved.
4. Previous Partner Sponsorship and Waiting Periods
A person who obtained permanent residence through spouse or partner sponsorship ordinarily must have held permanent residence, citizenship or a combination of both for at least five years before sponsoring a new spouse or partner. Becoming a citizen does not simply erase the period.
A sponsor may also remain responsible for a previously sponsored partner during that person's three-year undertaking. This is a separate restriction from the five-year rule applying to the person previously sponsored.
Neither rule should be described as a universal five-year ban on sponsoring every relative. Identify who was sponsored, who now wishes to sponsor, the relevant permanent-residence dates and any existing undertaking.
For relationship and application-class questions, read the spousal and partner sponsorship guide.
5. Which Sponsorships Have an Income Threshold?
| Category | Ordinary outside-Quebec financial framework |
|---|---|
| Spouse or partner | Usually no fixed minimum; an exception arises where their dependent child has dependent children. |
| Dependent child | Usually no fixed minimum where the child has no dependent children; financial requirements apply where the child has dependants. |
| Parent or grandparent | Category-specific minimum income for each of three required tax years. |
Income exemptions do not eliminate sponsor eligibility or the undertaking. Do not substitute the PGP chart for spouse sponsorship or assume that lack of a numerical threshold permits reliance on prohibited social assistance.
Quebec has its own financial-capacity framework. Other-relative and adoption categories can have additional rules outside the main categories addressed here.
6. Proving Income Without Treating Savings as Salary
Use the financial form and evidence instructions for the actual category. Federal income calculations are governed by specified rules, including adjustments and excluded amounts; a bank balance is not automatically qualifying annual income.
Where IMM 1283 is required, follow its financial-evaluation instructions. Parent and grandparent cases use their category-specific financial documentation. Do not choose a form simply because another family used it successfully.
Organize tax records, employment evidence and explanations by the period being assessed. Reconcile discrepancies before submitting rather than presenting conflicting totals without context.
For self-employment, variable income or amended tax records, examine the actual assessment method. Personal confidence that the household can afford support is not a substitute for the required financial calculation.
7. PGP Family Size and the Three-Year Assessment
Outside Quebec, PGP ordinarily assesses each of the three required tax years, with income and family size evaluated under the applicable instructions. A high current salary does not necessarily fix an earlier shortfall.
Family size can include the sponsor's family, sponsored relatives and their family members, and earlier undertakings. Non-accompanying relatives may count. Use a year-by-year worksheet rather than counting only the people living at one address.
The checked IRCC income chart is explicitly for the 2025 intake and covers 2024, 2023 and 2022. It is not a new 2026 intake chart. New PGP interest forms and invitations are currently paused; existing applications continue.
Read the parents and grandparents guide for intake and the separate Super Visa option. Super Visa financial support is not the PGP undertaking or three-year test.
8. Who Can Co-Sign a Sponsorship?
A co-signer is not simply someone willing to contribute money. Where permitted, a qualifying spouse or common-law partner of the sponsor can co-sign and may have income counted under the applicable rules.
You cannot have a co-signer when sponsoring your spouse, common-law partner or conjugal partner. A parent, sibling or friend cannot be substituted as a general financial guarantor to overcome that restriction.
Under section 132, a permitted co-signer is jointly and severally, or solidarily, liable for the undertaking. This is not a commitment limited to the amount of salary used in the application.
Before signing, both people should understand the category, period and financial exposure. A private arrangement about sharing costs does not change the government's undertaking obligations.
9. What Does the Undertaking Cover?
The sponsorship agreement concerns basic needs such as food, clothing, shelter and everyday living, including relevant health needs not covered by public services. The sponsored person also undertakes to make reasonable efforts to support themselves, subject to the applicable agreement requirements.
The government undertaking includes repayment of applicable social assistance provided during the commitment. It should not be confused with agreeing to reimburse every possible government benefit.
Plan for the actual household, not only a threshold: accommodation, care, accessibility and uninsured costs may matter. Discuss practical support arrangements before filing.
Do not treat a family member's intention to work as cancellation of the undertaking. Support obligations and immigration work authorization answer different questions.
10. Undertaking Duration Outside Quebec
| Sponsored person | Ordinary period from permanent residence |
|---|---|
| Spouse, common-law or conjugal partner | 3 years |
| Dependent child under 22 when becoming a permanent resident | 10 years or until age 25, whichever comes first |
| Dependent child 22 or older when becoming a permanent resident | 3 years |
| Parent or grandparent | 20 years |
The child's age for this duration is the age at permanent residence, not the lock-in age used to assess dependency. Section 132 also addresses accompanying family and exceptional temporary-resident-permit start circumstances; check the actual undertaking if those arise.
Use the dependent child guide for the separate eligibility and age-lock-in questions.
11. Quebec Undertaking Periods
Quebec sponsors sign a provincial undertaking, and the ordinary periods differ from the outside-Quebec table.
| Sponsored person | Quebec period described by MIFI |
|---|---|
| Spouse or partner | 3 years |
| Dependent child under 16 | 10 years or until age 18, whichever is longer |
| Dependent child aged 16 or older | 3 years or until age 25, whichever is longer |
| Parent or grandparent | 10 years |
Confirm the period and covered people in the approved undertaking. Moving to another province, changed finances or the sponsored person's citizenship does not simply end the provincial commitment.
12. Quebec Financial Capacity and Reception Rules
Where MIFI requires financial capacity, its calculation combines support for the sponsor's own family, sponsored people and applicable existing commitments. The checked tables apply for January 1 to December 31, 2026.
MIFI distinguishes Canadian-source income for the sponsor's family from Canadian-source income or Canadian-held assets for sponsored-person needs. It also requires evidence for the preceding 12 months and continuing resources under its instructions. Do not copy a federal PGP threshold into this calculation.
Reception rules matter separately. The July 2026 to June 2028 framework has category caps and staged qualifying IRCC-letter dates for relevant partner, parent and other-relative undertakings. Qualifying dependent child sponsorships are exempt from the checked caps and schedule.
An intake exemption does not remove provincial eligibility, fees or documents. Follow the applicable federal direction and current MIFI submission requirements before sending an undertaking.
13. Default, Social Assistance and Changed Circumstances
If a sponsored person receives applicable social assistance during the undertaking, repayment can be required and an unresolved default may prevent further sponsorship. Review the government's records and the relevant repayment authority rather than assuming informal support payments settle the debt.
Divorce, separation, job loss, the sponsored person's citizenship or a move does not automatically cancel an existing undertaking. Keep records of support and correspondence, especially if a repayment demand or default allegation arises.
Quebec has its own requirements concerning earlier financial obligations, assistance repayment and court-ordered support. Federal exceptions should not be interpreted as blanket provincial forgiveness.
Where default or debt is disputed, obtain case-specific advice. Do not conceal the issue in a new application or assume a fresh undertaking starts with a clean financial history.
14. Withdrawal, Updates and Sponsor Refusal
A federal withdrawal request must be made before the sponsored person becomes a permanent resident and acted on in time. Sending the request is not itself confirmation that withdrawal occurred; once permanent residence is obtained, the ordinary undertaking cannot be shortened or cancelled.
Quebec describes limits on termination once permanent-residence confirmation or a visa has been obtained. If seeking withdrawal late in the process, review both authorities' requirements immediately.
Report material changes while processing continues. If IRCC finds the sponsor ineligible, the selected application instructions about withdrawal or continued processing can affect what happens next. A sponsor eligibility decision and the applicant's PR refusal are not interchangeable.
Assess available remedies and deadlines promptly through the family sponsorship refusal guide. Reconsideration and requesting notes do not suspend legal deadlines.
15. A Practical Pre-Signing Review
Before signing, make a short sponsor file that can be checked against the current category package:
- Identity, Canadian status and residence evidence.
- A timeline of earlier sponsorships and relevant permanent-residence dates.
- Existing undertakings, support obligations and any debt or default correspondence.
- The category's financial form, evidence period and family-size calculation.
- Any permitted co-signer's eligibility and informed agreement.
- The applicable provincial undertaking process where Quebec is involved.
Application fees are separate from income requirements and future support costs. Use the current IRCC and, where relevant, MIFI fee instructions; payment is not evidence that the sponsor qualifies.
Resolve inconsistencies before submission. This review helps organize evidence but does not replace the legal conditions or the current checklist.
16. Frequently Asked Questions
Does every family sponsor need a fixed minimum income?
No. The relationship and family composition determine the applicable financial assessment. Support obligations still apply when there is no numerical threshold.
Can a permanent resident sponsor while living abroad?
No. The citizen-abroad exception does not apply to a permanent resident abroad.
Can a citizen abroad sponsor any relative?
No. The exception is limited to specified partners and a dependent child without dependent children, with an intention to reside in Canada at permanent residence.
Can a friend co-sign my spouse sponsorship?
No. Spouse or partner sponsorship cannot have a co-signer, and friends are not general substitutes for permitted co-signers.
Is a co-signer responsible only for their share of income?
No. A permitted co-signer accepts joint liability under the undertaking.
Does becoming a citizen erase the five-year partner restriction?
No. The qualifying period can include permanent residence and citizenship; citizenship does not automatically remove it.
Does the child's lock-in age set the undertaking duration?
No. Outside Quebec, the duration uses the child's age when becoming a permanent resident.
Can divorce cancel an existing undertaking?
No. Relationship breakdown does not automatically end the commitment.
Can I sponsor parents now if my income is sufficient?
New PGP intake is paused as checked October 10, 2026. Income alone does not authorize submission.
Does Quebec use the federal PGP income chart?
No. Quebec applies its own financial-capacity assessment and undertaking process.
Does sending a withdrawal request immediately end the undertaking?
No. Timing and actual processing matter, and the ordinary federal undertaking cannot be cancelled after permanent residence.
Does a sponsor eligibility approval guarantee PR?
No. The sponsored applicant's relationship, admissibility and other requirements remain to be assessed.
