Express Entry High-Wage Occupations: NOC List and CRS Points

IRCC has announced new Express Entry points for eligible Canadian work experience and qualifying job offers in high-wage occupations, effective November 3, 2026. Understand the NOC-based wage levels, the Labour Market Integration factor and the difference between an occupation classification and your personal salary.

1. What Changes on November 3, 2026?

Announced, not yet in effect

The new rules start November 3, 2026. Do not apply the future points to an earlier invitation or assume an announcement has already changed your profile score.

IRCC announced a Labour Market Integration factor that compares qualifying Canadian experience with a qualifying high-wage job offer. Existing pool profiles will be recalculated; IRCC says this can take up to two weeks, with invitation rounds paused during recalculation.

This is a scoring reform within Express Entry, not a separate visa. Start with the Express Entry guide and keep program eligibility separate from ranking.

2. What Is a High-Wage Occupation?

IRCC classifies occupations using national median earnings for a NOC group, not your individual salary. The entry threshold is 1.3 times the workforce median benchmark, with three levels: at least 2 times; 1.5 to below 2 times; and 1.3 to below 1.5 times.

The initial list uses 2023-2025 Job Bank, Labour Force Survey and Census data. A NOC receives the highest level reached within that three-year period.

A pay rise does not, by itself, move your occupation into a higher level. Conversely, the occupational classification is not a finding that every worker in that group earns the same amount.

3. Complete NOC List: At Least 2 Times the Median

The complete IRCC list checked October 16, 2026 contains 186 NOC codes across three levels: 31, 89 and 66 respectively. The list takes effect November 3, 2026 and uses 2023-2025 data. Codes retain their leading zeros.

31 occupations in this level. Potential high-wage experience award: 70 points; qualifying offer: 100 points. The separate qualification and comparison rules below still apply.

This is a dated reproduction of the official occupational list, not a guarantee that particular duties, work periods or offers qualify. Recheck IRCC before relying on a code; use actual duties to establish the NOC rather than selecting an occupation solely for its points.

The experience thresholds require at least 12 months of qualifying Canadian experience at the relevant level or above. These are alternative awards, not 70 + 40 + 20. A NOC listing alone does not establish qualifying experience or a valid offer.

7. Do Canadian Experience and Offer Points Stack?

No. IRCC compares two routes: work-length points plus any high-wage experience award, versus qualifying offer points. The higher route is used, not their sum.

The Labour Market Integration maximum is 150 without an accompanying spouse or partner, or 140 with one. An offer contributes at most 100. Existing Canadian work-length points must not be added again after calculating this factor.

Illustration: assume the applicable work-length award is 40, the high-wage experience award is 40, and the offer award is 100. Compare 80 against 100: the factor is 100, not 180. This is an isolated arithmetic example, not a complete CRS assessment.

Review the wider CRS score framework before comparing a projected total with historical draw results.

8. Which Canadian Work Experience Can Count?

The new experience award requires at least one year of qualifying Canadian work in eligible occupations. Work can be non-continuous, part-time equivalent or combined across eligible jobs. Concurrent hours are capped at the equivalent of 30 per week: overtime cannot compress the 12-month requirement.

The existing qualification rules for Canadian experience remain relevant. The high-wage label does not turn overseas experience into Canadian experience or cure an otherwise ineligible period.

For a practical review, build a timeline with employment dates, actual duties, weekly hours and supporting records. Separate overlapping periods before calculating totals. Compare the duties with the correct NOC rather than choosing the most favourable title.

Read the Canadian Experience Class guide for the separate program context.

9. Job Offers, LMIA Changes and Work Authorization

From November 3, IRCC says an LMIA will not be required for a qualifying Express Entry offer used for program eligibility or CRS scoring. An LMIA will not provide extra points or priority. Offers remain subject to genuineness assessment.

A recent written offer should identify pay, deductions, duties and employment conditions. A work permit alone is not an offer. Program-specific requirements and the candidate's ability to perform the work still matter.

Do not read this Express Entry change as abolishing all LMIA requirements for temporary work permits. Assess authorization to start or continue work separately; a PR scoring rule is not permission to work.

Before relying on an offer, reconcile the letter with the employer, proposed work and profile entries. Do not purchase a promise of guaranteed immigration points or approval.

10. A Non-Listed Job Does Not Automatically End Eligibility

A job offer can satisfy applicable program requirements without qualifying for high-wage CRS offer points. FSWP and FSTP eligibility and CRS ranking are separate assessments; the occupation list is not a replacement for either program's rules.

Likewise, a candidate should not treat the absence of high-wage extra points as proof that all Canadian experience points disappear. The ordinary work-length component and skills-transferability analysis have their own rules.

Use the Express Entry eligibility guide to organize the first assessment. Then consider the scoring effect. Neither a desirable occupation nor a high projected score guarantees an invitation.

11. How to Prepare Your Profile for the Transition

IRCC asks candidates seeking offer points to review and update job offer information before November 3. Check your account and current instructions rather than assuming automatic score recalculation will add an omitted offer.

  1. Confirm your employment duties and NOC.
  2. Separate Canadian work periods from other experience.
  3. Check the occupational level and evidence supporting any offer.
  4. Review spouse or partner treatment and the complete scoring calculation.
  5. Retain a dated copy of the profile and relevant correspondence.

System transition caution: IRCC has published a special workaround for offers without an LMIA, effective November 3, because the online fields will lag behind the rule change. Read the live official instructions before entering those fields. Do not invent an LMIA or apply a future workaround indiscriminately to another application.

12. What if the Occupation List Changes After an ITA?

IRCC says the occupation level applicable on the invitation date will continue to be used if the list subsequently changes, including a reclassification, addition or removal.

This is a list-version rule, not a blanket exemption from proving the facts in your application. Keep your invitation and a dated record of the applicable list, alongside the employment evidence supporting the claim.

Do not assume a later addition retroactively creates points for an earlier invitation. Check the invitation date and applicable instructions before making that argument.

13. Frequently Asked Questions

Are these rules already operating on October 16, 2026?

No. IRCC announced a November 3, 2026 start date.

Does a higher personal salary guarantee a higher wage level?

No. The classification follows the listed NOC group, not an individual's earnings.

Can I add offer points to my Canadian experience route?

No. The factor uses the higher eligible route.

Does a foreign job in a listed occupation earn the Canadian experience award?

Not merely because it is listed. The experience route requires qualifying Canadian work.

Is the high-wage list the same as a category-based draw list?

Do not use one as a substitute for the other. Check the separate requirements for the invitation round in the Express Entry draws guide.

Will a qualifying offer guarantee permanent residence?

No. Eligibility, invitation selection and application assessment remain separate issues.
