IRCC Removes C10 SUV Work Permit Banner

IRCC has removed a C10 SUV work permit banner from its significant-benefit work permit instructions. The banner had referred to start-up visa work permit applications made before January 30, 2023, and was removed because IRCC says no affected applications remain.

What the removal means

The reported change removes an obsolete notice. It does not, by itself, establish new C10 eligibility requirements or processing rules.

What counts as a significant benefit under C10?

Under IRCC’s C10 guidance, officers assess whether a foreign national’s proposed work would create significant economic, social or cultural benefits for Canadian citizens or permanent residents beyond the applicant, their dependants and their prospective employer.

These benefits may be tangible or intangible, but must be credible and demonstrable. Examples include job creation, regional development, innovation, expanded export markets, improved health and community well-being, environmental improvements and cultural contributions.

Supporting evidence may include documented economic impacts, professional recognition, awards, scholarly contributions or distinguished leadership. For social or cultural benefits, officers should also consider why the applicant’s presence in Canada is needed.

How IRCC currently assesses C10 applications

C10 provides an LMIA-exempt work permit route under paragraph R205(a). Officers assess applications individually, weighing expected economic, social or cultural benefits against risks such as displacement of Canadian workers and wage suppression.

Benefits must extend beyond the applicant and employer. However, a significant contribution can be local or regional; nationwide impact is unnecessary.

Evidence must support the claimed benefit

Applicants should submit specific documentation explaining how their work would benefit Canada. Repeating IRCC’s website language is insufficient.

The instructions generally require an Employer Portal offer number, or an authorized IMM 5802 submission, alongside detailed supporting evidence. Certain listed situations have exceptions.

What applicants should take away

Removing the SUV notice does not establish eligibility for a C10 permit. Applicants must demonstrate a credible, documented benefit and satisfy other applicable work permit requirements.
