GCMS Notes and Officer Decision Notes Canada: ATIP Guide

This guide covers notes sent with refusals, targeted ATIP requests, consent, redactions, interpretation and complete reasons for Federal Court proceedings.

1. Three Different Kinds of Records

Record or processPurposeLimit
Refusal letterCommunicates the decisionMay not supply every underlying detail
Officer decision noteExplains the deciding officer's refusal rationaleMay have removed information
GCMS/ATIP disclosureProvides responsive departmental recordsScope, exemptions and redactions matter

GCMS is the department's case-management system. A disclosure from it is not automatically a certified court record. Use the Federal Court immigration guide to separate access to records from remedies.

2. Notes Now Sent With Most Refusals

Current IRCC guidance includes decision notes with most temporary residence refusals from July 29, 2025 and most permanent residence refusals from May 26, 2026. Listed categories include visitor visas and records, study/work permits and extensions, and PR applications.

The published exclusions include eTAs, temporary resident permits and humanitarian and compassionate PR applications. Check current coverage rather than assuming every application gets a note. Save everything delivered to you or your authorized representative.

A note may omit sensitive information. Lack of a particular paragraph does not establish that it never existed in the internal record.

3. Who Can Make an ATI Request?

IRCC's Access to Information guidance identifies Canadian citizens, permanent residents, and individuals or corporations currently in Canada as eligible requesters. Someone requesting another person's information must provide the appropriate consent. A person abroad who is not independently eligible may need an eligible requester with consent.

The stated ATI request fee is CAD $5. That government fee is distinct from any optional service charge. An application representative appointment is not automatically the same as the consent needed for disclosure.

Access to Information and Privacy Act routes should not be treated as identical. Check the current government instructions for the appropriate route and requester circumstances before submitting.

4. Define a Useful Request

Identify the applicant, UCI if known, application number, category, dates and the records sought. A targeted request is easier to understand than asking for every departmental record about an entire family without identifying the relevant file.

  • Specify the application or decision you are investigating.
  • Identify whether notes alone or relevant supporting records are needed.
  • Provide accurate identifiers and contact details.
  • Use the required consent for affected adults.
  • Keep the submitted request and receipt.
  • Check the response against your requested scope.

Do not include unnecessary sensitive information. Follow the official request process rather than sending identity documents to an unverified third-party website.

5. Read Notes With a Chronology

Read the disclosure alongside the application, correspondence and decision. Distinguish an intermediate processing entry from the final deciding officer's reasoning. A label or abbreviation without context is not a reliable prediction of approval.

For each concern, identify the relevant date, author or role where visible, underlying evidence and eventual outcome. Separate a genuine contradiction from a routine earlier stage that was later resolved. Do not assume a blank field proves an assessment was never performed.

Use page references and short extracts when briefing a professional. An unexplained screenshot of an internal code is less helpful than the surrounding note and application record.

6. Redactions, Missing Records and Follow-Up

Disclosure may be limited by applicable access-law exemptions or privacy protections. Review the response letter and any exemption references. A redacted record is not automatically proof of misconduct or a reason to invent what the missing text said.

If the response appears outside the requested scope, document the issue and follow the official clarification or complaint instructions relevant to the access process. Do not confuse a records-access complaint with challenging an immigration refusal.

No fixed delivery date is promised here. Extensions and record-processing circumstances can matter. Plan urgent legal steps independently of access-request timing.

7. Rule 9: Complete Reasons for Court Review

IRCC's current note guidance says a person applying for leave and judicial review should indicate they have not received the complete refusal reasons even if an officer decision note was supplied. This allows the Court to request complete reasons under Rule 9 and check for removed material.

That procedure is different from ordering GCMS notes privately. Have a lawyer reconcile the form, reasons and relevant court requirements. Read the judicial review guide; do not postpone filing assessment while waiting for ATIP disclosure.

8. Using Records Without Overclaiming

Notes can help target a reconsideration request, prepare a new application or assess a legal issue. They do not themselves reopen a file, reverse a refusal or extend status.

For a pending application, records may help build a delay chronology, but they do not automatically establish the mandamus test. For a refusal, distinguish evidence already submitted from a new explanation prepared afterward.

Store disclosures securely. They may contain family, financial, medical and third-party information. Share only what is necessary with the appropriate professional.

9. GCMS and ATIP FAQ

Are officer notes the whole GCMS file?

No. The refusal note and a broader records disclosure have different scope.

Must I order notes after every refusal?

Not automatically. First inspect the documents already sent and the information needed.

Can anyone abroad make an ATI request?

Eligibility must be checked. An eligible requester and consent may be needed.

Is the government ATI fee the same as a service fee?

No. IRCC lists a CAD $5 request fee; optional third-party charges are separate.

Do notes pause court deadlines?

No. Records requests do not preserve the refusal-review deadline.

Can the court get complete reasons after an ODN?

Current IRCC guidance expressly addresses that through Rule 9.
