Manitoba PNP: MPNP Requirements & Complete Guide 2026

Manitoba PNP is the Manitoba Provincial Nominee Program (MPNP). This guide explains skilled worker, international graduate and business pathways, Manitoba connections, eligibility points, Expression of Interest selection, documents, fees and permanent residence. It also covers the 2026 graduate-selection update and distinguishes provincial nomination from permission to work in Canada.

1. What Is Manitoba PNP?

The Manitoba Provincial Nominee Program selects economic immigrants whose skills, employment, education or business plans support the province's needs. Its main categories are the Skilled Worker Stream, International Education Stream and Business Investor Stream. A provincial nomination supports a separate application for Canadian permanent residence; IRCC makes the federal decision.

The first question is not simply whether you have enough points. Identify your actual Manitoba connection, your current immigration status, the relevant pathway and the evidence supporting each claim. A worker in Winnipeg, an overseas applicant with a Manitoba supporter and a graduate with a qualifying internship follow different rules.

Eligibility, selection and approval are different

Meeting published criteria does not guarantee an invitation, nomination or permanent residence. Selection priorities and application instructions can change. This guide provides general information, not a personal eligibility assessment.

Start with the national Provincial Nominee Program Canada guide if you are comparing provincial and federal responsibilities.

Use this table to identify which detailed criteria to examine, not as confirmation that a pathway is accepting your application today. Check the pathway instructions, selection notices and any invitation conditions together. Business applicants should not assume the worker EOI procedure applies to their proposal.

3. Skilled Worker in Manitoba: Employment and Employer Requirements

Published Skilled Worker in Manitoba criteria generally require a valid work permit, at least six months of continuous full-time work for the same Manitoba employer and that employer's full-time, long-term job offer. Graduates of an institution elsewhere in Canada face a longer requirement: at least one year of continuous employment with the Manitoba employer offering the position.

Self-employment, unauthorized employment and work during full-time studies, including co-op placements, do not count toward this qualifying period. The employer must be an established Manitoba business able to provide the offered employment. The applicant must satisfy job qualifications, any required licensing and appropriate language ability, with a credible plan to remain in Manitoba.

Before counting months, build a dated timeline of permits, hours, employer changes and study periods. A supervisor's willingness to provide a letter does not resolve a gap in qualifying experience. Check the program's exclusions before submitting an EOI.

4. Skilled Worker Overseas: Manitoba Connections and Supporters

Skilled Worker Overseas requires a qualifying Manitoba connection through support, previous provincial study or work, or a direct invitation under a strategic recruitment initiative. Applicants must also reach at least 60 points on the pathway's 100-point eligibility grid. Points alone cannot make an applicant without a qualifying connection eligible.

A Manitoba supporter must meet the provincial conditions, including citizenship or permanent residence, established Manitoba residence and a genuine relationship with the applicant. Support is not the same as federal family sponsorship. Restrictions affect whom a friend or distant relative can support at the same time.

Previous work or education must meet the pathway's specific definitions. An independently arranged exploratory trip is not automatically a qualifying recruitment invitation. Document the relationship or experience honestly, then check whether the current selection round considers your category. A strong family connection is not a promise of an invitation.

5. MPNP Points: Eligibility Grid, EOI Ranking and CRS

Three scores can appear in discussions about Manitoba immigration. The Skilled Worker Overseas eligibility grid is out of 100. The MPNP EOI ranking system uses a different scale, with a maximum of 1,000 points before applicable risk deductions. Express Entry uses the federal Comprehensive Ranking System, or CRS. These scores are not interchangeable.

EOI ranking considers language, age, education, work experience, adaptability and risk factors such as relevant connections to other provinces. An EOI is a profile for consideration, not a completed nomination application. Generally, only one active EOI is allowed, and it remains valid for one year unless selected or otherwise removed under program rules.

Keep the profile current and support every claimed point. Do not round up incomplete years of experience or omit previous provincial connections to improve a score. There is no universal score that guarantees selection across all occupations, categories and draws.

6. Career Employment Pathway and the June 2026 Graduate Update

The published Career Employment Pathway criteria include eligible Manitoba post-secondary graduation within the previous three years, a program of at least one year or two semesters, CLB 7 and qualifying full-time Manitoba employment. The job offer generally needs a contract of at least one year in an in-demand occupation consistent with the completed studies.

The criteria include a specific exception for Manitoba graduates with a bachelor's degree or higher: an eligible in-demand TEER 0, 1, 2 or 3 position need not match their field of study. Residence, work authorization, settlement funding and career-planning requirements also apply. Studying elsewhere in Canada does not itself qualify someone for the International Education Stream.

Selection update: June 11, 2026

Manitoba invited candidates with active Career Employment Pathway EOIs and at least six months of Manitoba work experience to review Skilled Worker in Manitoba eligibility and, if eligible, transition their profiles. The notice describes priority consideration in future draws and asks graduates to declare their Manitoba education and connections. It does not announce closure of the entire International Education Stream.

Do not rely on an older statement that graduation and a job offer mean an immediate application opportunity. Read the current notice alongside the pathway criteria before selecting or updating an EOI.

7. Graduate Internship Pathway: Manitoba Masters and PhD Graduates

The Graduate Internship Pathway remains in place under the June 2026 notice. Published eligibility covers a Manitoba master's or doctoral degree completed within the previous three years, CLB 7 and an eligible Mitacs Elevate or Accelerate internship, including the applicable Accelerate Entrepreneur option, with an eligible Manitoba industry or research enterprise.

A job offer is not required for this pathway. Applicants must still meet Manitoba residence, settlement and career-plan conditions. The financial requirement can be addressed through the applicable six-month LICO-based funds requirement or qualifying full-time, long-term Manitoba employment under the published rules.

Keep proof of the completed degree, internship category, host organization and dates. A research placement with a similar name should not be assumed equivalent to the specific Mitacs internship required by the program. Confirm the pathway-specific submission instructions before applying.

8. International Student Entrepreneur Pilot

This pilot is a business route for eligible Manitoba graduates, not an alternative job-offer category. Published criteria include age 21 to 35, a qualifying full-time Manitoba post-secondary program of at least two years, CLB 7, a valid open work permit and continuous Manitoba residence since graduation.

The applicant must hold at least 51% of the business equity and actively manage its daily operations for at least six months before nomination, subject to the Business Performance Agreement. The pathway requires a business plan and sufficient funding. It does not publish a fixed minimum net worth or require a deposit, but source-of-funds verification and the applicable 12-month LICO settlement requirement remain important.

Follow the separate pilot process, including the required information session and business proposal steps. Buying shares in a company without operating the business does not satisfy an active-management requirement. Plan work permit validity around the real implementation period rather than an assumed nomination date.

9. Entrepreneur and Farm Investor Pathways

Entrepreneur Pathway

Published minimums include three years of qualifying business-owner or senior-management experience in the previous five years, CLB 5, education equivalent to Canadian high school and verified net worth of CAD 500,000. Minimum investment is CAD 250,000 within the Winnipeg Metropolitan Region or CAD 150,000 outside it. The eligible business must create or maintain at least one job for a Canadian citizen or permanent resident, excluding owners and their close relatives.

Farm Investor Pathway

Published criteria include at least three years of farm ownership and operation experience, net worth of CAD 500,000, and a minimum CAD 300,000 investment in an eligible rural Manitoba farm business. A farm research visit is required. The applicant must live on and actively operate the farm; passive ownership or relying on a third-party manager is not an equivalent plan.

These are entry requirements, not the complete budget or approval criteria. Assess eligible assets, source of funds, working capital, family settlement needs and the practicality of the proposal. Do not transfer money based solely on an advertised immigration package or an unverified promise of nomination.

10. Business Applications: Performance Before Nomination

Manitoba's published Entrepreneur Pathway interim process uses separate self-assessment, business concept and submission steps. It says business EOI draws are not currently being conducted while individual EOIs are reviewed. This should not be rewritten as either an unrestricted open intake or a complete closure of all business applications.

Where approved under the relevant process, an entrepreneur enters a Business Performance Agreement, obtains the necessary work authorization and implements the business. Nomination follows satisfactory performance and verification, not merely signing the agreement or receiving preliminary approval.

Business deadlines and document instructions come from the specific pathway and invitation. Keep records of actual investment, ownership, operations, employment and progress reports. If a proposal changes after approval, seek instructions before assuming a different business, location or ownership structure will be accepted. Farm and student-entrepreneur applicants must follow their own procedures rather than adapting a worker application.

11. MPNP Documents, Settlement Plans and Proof of Funds

Prepare evidence before claiming eligibility. Depending on the pathway, this includes passports and family records, immigration history and permits, education and transcripts, language results, employment letters and pay records, licensing evidence, Manitoba connections and a settlement plan. Overseas supporters may need to complete their part of the settlement documentation.

Employment evidence should establish the employer, duties, dates, hours and pay, not simply a job title. Upload instructions specify PDF or JPG files below 2 MB each. For documents not in English or French, follow Manitoba's requirements for a notarized copy of the original, certified translation and translator affidavit. A family member should not prepare the required translation.

Settlement money must be available and not borrowed for display. The correct amount depends on the route: general MPNP instructions, International Education Stream LICO-based requirements and federal Express Entry funding rules are not one universal figure. Bank evidence should establish ownership, balances, relevant history and liabilities. Employment can affect the assessment but does not eliminate the need to follow the applicable financial instructions.

Reconcile the EOI, application forms and supporting records before submission. Explain genuine inconsistencies rather than changing documents to fit a claimed score. Keep a copy of what was submitted and a list of documents that may expire during processing.

12. How to Apply for Manitoba PNP and What It Costs

  1. Identify a pathway and check its current eligibility, exclusions and selection instructions.
  2. Gather the evidence for your employment, education, language, funds and Manitoba connection.
  3. For the applicable worker or graduate process, submit an accurate EOI and keep it updated.
  4. If issued a Letter of Advice to Apply, follow its deadline and submit the complete nomination application.
  5. Respond to provincial requests and report material changes.
  6. If nominated, use the correct federal permanent residence route within the nomination's validity.

The published worker/International Education Stream LAA instructions give 60 days to submit and require a CAD 500 non-refundable application fee. An EOI itself has no fee. Entrepreneur Pathway and International Student Entrepreneur Pilot applications have separate published CAD 2,500 application fees and their own procedures. Do not apply the worker deadline to every business invitation or assume a farm application has the same fee structure.

Federal application fees, biometrics where required, medical exams, language testing, assessments, translations and professional services are separate costs. Confirm the current fee and payment method immediately before paying. Payment does not guarantee acceptance or a favourable decision.

13. MPNP Draws, Targeted Selection and Processing Times

Manitoba can target occupations, recruitment initiatives or other identified groups. Read a draw's category and notes before comparing scores. A published result is a record of that selection round, not a standing invitation for everyone with the same occupation.

For example, draw 281 on October 8, 2026 issued 340 Letters of Advice to Apply across health occupations, specified teaching and early-learning occupations, and directly invited strategic recruitment candidates. Of those letters, 103 went to people declaring valid Express Entry profiles. This illustrates targeted selection, not a universal qualifying score for all MPNP applicants.

Separate time spent waiting for selection, provincial assessment and federal permanent residence processing. None should be inferred from a past draw date. Document completeness, verification, program capacity and federal admissibility checks can affect the overall timeline. Business implementation creates another stage.

Do not assume an approaching work permit expiry will accelerate a nomination decision. Plan temporary status independently, monitor current notices and respond to requests by their actual deadlines. Historical backlog announcements are not a reliable 2026 processing estimate for a new application.

14. Manitoba Nomination, Express Entry and Permanent Residence

An Express Entry-linked provincial nomination requires both provincial eligibility and eligibility for a federal Express Entry program: Federal Skilled Worker, Federal Skilled Trades or Canadian Experience Class. A valid Express Entry profile alone does not establish Manitoba eligibility or secure a nomination.

An accepted, verified Express Entry-linked nomination adds 600 CRS points under the current federal rules. A non-Express Entry nomination follows the federal non-Express Entry PNP process. Creating an Express Entry profile does not automatically convert an existing base nomination into an enhanced nomination.

Read the nomination certificate, its conditions and the provincial instructions before selecting the federal route. Submit before the applicable expiry and update the authorities about material changes. IRCC still examines the application and admissibility; provincial approval is not a guarantee of the federal outcome.

Compare the federal stages in the Express Entry Canada guide. Keep evidence of a genuine intention to establish yourself in Manitoba. A provincial application should not be based on a concealed plan to settle elsewhere.

15. Work Permits After Nomination and the Special Manitoba Policy

Nomination does not itself authorize employment. A nominee may qualify for an employer-specific LMIA-exempt work permit with appropriate provincial support, but a support letter is not a permit. Manitoba assesses work permit support requests and asks nominees to request a letter at least two months before their current permit expires. Employer requirements and the federal application must also be satisfied.

A Bridging Open Work Permit is a different route. It depends on a qualifying permanent residence application, the relevant federal assessment stage, status requirements and, for PNP applicants, the absence of employment restrictions as a nomination condition. Nomination or an acknowledgement of receipt alone does not prove BOWP eligibility.

Special open work permit policy for prospective Manitoba candidates

IRCC's current measure requires, among other conditions, placement in the Manitoba EOI pool and issuance of the qualifying open work permit support letter on or before December 31, 2025. The measure is for prospective candidates, not people already nominated. IRCC lists it as open until December 31, 2027, subject to the public policy and possible revocation, with permits of up to two years allowing work in Manitoba.

A 2026 EOI is not enough for this special policy

The current end date does not remove the historical EOI and support-letter conditions. Work permit history, status and other federal requirements also matter. Do not assume a new EOI or a pending nomination gives permission to keep working.

Use the provincial nominee work permit guide and Canada work permit guide to distinguish these options. Maintained status, restoration and permission to work require their own analysis; they are not interchangeable safeguards.

16. Common MPNP Risks and Alternatives

Common problems include unsupported EOI points, the wrong employment period, incomplete evidence of a Manitoba connection, expired language results, mismatched job duties and assumptions about graduate selection. Check program exclusions as well: certain status situations, other active immigration applications and work or residence outside Manitoba can affect whether an application is permitted. The published rules distinguish an Express Entry profile from a submitted immigration application.

Report significant changes such as an employer change, job loss, marriage, a new dependent or a move. Consider how the change affects both the provincial file and any federal application. Never buy a job offer, pay prohibited recruitment charges or present an arrangement that exists only on paper.

If Manitoba is not a genuine fit, compare federal pathways and provincial programs where you actually intend to live. The Saskatchewan PNP guide, Alberta PNP guide and British Columbia PNP guide explain different provincial connections and selection systems. A route available in another province is not a workaround for Manitoba's requirements.

17. Manitoba PNP Frequently Asked Questions

Is Manitoba PNP the same as MPNP?

Yes. Manitoba PNP is the common search term for the Manitoba Provincial Nominee Program. The correct pathway still depends on the applicant's circumstances.

Can I apply for Manitoba PNP without a job offer?

Some pathways do not require one, including the Graduate Internship Pathway and certain overseas situations. That does not remove their other criteria or current selection requirements.

Is 60 points enough for an MPNP invitation?

No. That is the Skilled Worker Overseas eligibility threshold, not a guaranteed EOI selection score or a federal CRS score.

Can a friend in Manitoba guarantee my nomination?

No. Support must satisfy provincial requirements and be documented. It does not replace eligibility, selection or assessment.

Did Manitoba close the entire International Education Stream in 2026?

The June 11 notice does not say that. It addresses transition of eligible Career Employment Pathway candidates to Skilled Worker in Manitoba and confirms the Graduate Internship Pathway remains in place.

Can a graduate from another Canadian province use Manitoba's IES?

Not solely through that graduation. Review an appropriate worker pathway and its specific employment requirement instead.

Does every Manitoba nomination add 600 CRS points?

No. The additional points apply to an accepted, verified Express Entry-linked nomination. Base nominations use a separate federal process.

Can I work as soon as Manitoba nominates me?

Not on the strength of nomination alone. You need valid work authorization, whether through an existing permit or a separately available work permit route.

Can I join the EOI pool in 2026 and use the special Manitoba open work permit policy?

A new EOI alone does not satisfy the policy. Its historical EOI and support-letter requirements and all other federal conditions must be met.

Does investing the minimum amount guarantee permanent residence?

No. Eligibility, the business proposal, performance requirements, nomination assessment and federal approval are separate steps. Passive investment is not a substitute for required operations.

How long does Manitoba PNP take?

There is no single reliable end-to-end estimate for every pathway. Selection, provincial assessment, business implementation where applicable and federal processing are separate stages.
