Base Stream context

Base Stream candidates must create at least one new full-time job for a Canadian citizen or permanent resident and meet the minimum language requirement of Canadian Language Benchmark level 4. A community referral is not required, while an exploratory visit is recommended but not required.

Regional Stream context

The Regional Stream criteria include a personal net worth of at least $300,000 CAD, at least three years of business owner-manager experience in the last five years, and an eligible personal investment of at least $100,000 CAD. The new business must align with the economic development priorities of the referring host community.

Regional Stream candidates must create at least one new full-time job for a Canadian citizen or permanent resident and meet the minimum language requirement of Canadian Language Benchmark level 4. They must also have a completed referral form from the referring host community and conduct an exploratory visit to the community where the business will be established.
